Did you test the two switches under the playfield with a ball or your hand? Best way would be to have the playfield at playing level and fire a ball the same way you would flip it.
If you lifted the playfield up when you did the test it might not give you accurate playing results. Not sure what the exact 3 are but the vuk switch and the spinner switch don’t control the extra ball award so it’s only the other one, can’t remember what it’s called
