Let me see if I have the facts here.
1. What chips were replaced?
2. What diodes? With that sound board, the 47uf caps are more of an issue.
3. In test, ALL sounds play correctly.
4. What does "all messed up" mean? Do you mean that some sounds are missing?
5. Yes, you've ruled out the ROM. You've also isolated the issue to your sound board.
Answer these questions, and note correctness of my interpretation, and we'll go from there.
