My TAF on power up test results- row 4 gnd short, row 7 gnd short. I have checked connections, all seems good, all solenoids test good. Has anybody encountered this? Could it be u-18 & u-19 on Cpu board? Any help would be appreciated.

Row 4 is on the board. Row 7 may be on the board. Start by fixing the board. U18 and u19 are your row chips but I've even seen a bad u20 cause this. Any of those socketed? You may need help of someone that can fix boards or you can buy wpc CPU boards new.
