Try reseating plugs first. And transformer plugs in bottom. If tgat doesnt work.
More than likely its bad capacitors or the 5v voltage regulator. Looks like it resets and tries to reboot but can't, as the caps are leaking after power up. If it sits for a bit off and you power it back up and it turns on but crashes again I would highly suspect the capacitors.
And the light being off... If the fuse is blown Suspect a bad bridge / shorted. If fuse is good, the bridge still could be bad/ open.
First thing is to check the test points. Google "Williams Pinball repair"
Flipperwiki will give you the steps to test. And troubleshoot. Then remove the board and check on the back for cracked or cold solider joints on the caps and bridge Rectifiers.
Then if they are original caps change them. They are only supposed to last about 10 years and are old anyway. It can't hurt and at least you can eliminate them being the issue 100% if they are new.
