As Lloyd suggests you need to check AC voltage back to the transformer and not ground. So remove J120 and measure on the board header pins 11 and 6. Then remove J119 and measure pins 3 and 1. If you are getting voltage on one set but not the other then you may have cracked header pins or a burnt trace on the back of the board. If you don't get voltage on either set then you need to check the triac or a burnt trace on the back of the board.

Since you are working on an AC powered circuit the terms used are hot and neutral or power and common. If it was a DC circuit it would positive and negative or power and ground. Not to be confused with chassis ground which is connected to earth ground.
