Do you have 12Volt at testpoint TP3 ?
I'm asking because you almost simultaneously start a 2nd topic where you still have 12 Volt. Visible because switch inputs work on dmd.

Is area below batteries clean ?
First you need a healthy 12Volt. LED1 being OFF and now ON indicates something is wrong.
TP3 is just on the left side of Fuse115 on the powerdriverboard. Have a look on pinwiki about this 12Volt:
