I had the same problem where my flippers were working but lane change, video mode and high score name entry weren't working. I did as Russ suggested above and replaced those chips first (added sockets to them). It wound up being my CPU board that had some battery damage. Some of the traces were broken and the CPU wasn't getting the signal that the flippers were pressed.
