It seems you are missing the first 5 digits (not segments) at the upper display, and the 3rd at the lower. Hard to say what is the cause without measuring. I would take my oscilloscope and measure if the buffers U4 and U5 are working. Without it a wild guess: U1 is defective and jamming U2?? You can try to remove U1 and see if the 3rd digit at the lower display appears again. Exchange U1 and U2 with eachother and see if the problem moves? Maybe someone has a better idea?
