    Most likely something on the pop bumper board. If you replace the fuse and unplug the pop bumper board of the pop bumper that's locking on, does it still blow the fuse on powerup? If so, I would pull the suspect one and a good one out and compare the readings with a multimeter, see what differs

    Its a pretty small circuit, if it were me Id check everything. Usually it is that transistor, but Ive had the radial tantalum cap short out and cause the same issue. Also check the coil resistance
