If the Switch tests pass then of course the game EPROM could be bad. Have you done the self test step #20? Does it show an error? Good RAM and ROM shows "99" for test #20. If bad then you need to replace it - after checking that you don't simply have a bent/broken pin (these can usually be fixed). Of course if the EPROM is upside down, it is now just a paperweight.

My company sells the only licensed (Gottlieb LLC) EPROMs, PROMs, GALs, etc. for Gottlieb® games by the way. Only $25 each plus postage for Game Eproms/Proms...

The switches all being off indicates that the replacing of the pins in the connectors didn't go as well as you thought. Check the pin numbers against the manual's colour codes for the wiring. My guess is the strobes are offset by one pin...

When checking for 5VDC on the chaser board, did you check with the negative and positive probes on the chaser board only? I bet you are missing the ground connection from that board.

Note the jumpers on the 3 O'Clock position of the regulator board - these catch the ground connections for the pop bumper boards and chaser board.

Your strobe problem is either a bad pin (or pin in the wrong place - as per your previous problem, this will be the first check to make) or a defective drive component, or even a short to ground (rare). If you have another System 80 game try the MPU there to see if the problem follows the MPU or not. If problem doesn't follow, then the problem is in the game.
