Across the two blue lines --> that is a center-tapped transformer connection. Measuring between either of those two to ground will get you about 9.3V. Measuring directly across the two will get you about 18.6Vac so the measurement you got is fine.
C17 -- 11.98V? Eeeeeekkkk!
I'd be worried about that one. If this is real then the regulator is shorted and could have killed other IC's if CPU or driver boards were connected.
While replacing him, also replace that 12000uF axial cap.
