Have to look at the schematic:

Which states: "If IC4, IC11, IC12, IC13 are UDN-6184, +100v trace is cut and ZR1 added".

Early on Williams designed the board to accept either 6184s or NE585s. By the time they got to FP they had committed to only using the 6184s and the schematic notes indicated they removed the NE584 and NE585 from the schematic.

firepowerpinball.com only contains the assembly diagram (which mirrors the original Williams document). You can't look at that comment in isolation - you have to take it with the single star above it. The cut/jump is not implemented IF you use NE585s/Dionics 512s.
