When I turn the game on, all the switched solenoids lock on (drop targets, kickers, knocker). If I disconnect J11 from the CPU the game starts fine. All the transistors check good on the CPU. Any suggestions for next step in trouble shooting?

Hello. I have Williams Cyclone (with the same system 11B). Is the troubles in "row 8, switch 1 to 8, see redmarked in the picture below?

Use this guide - take a look at section 3B
I ran the test provided in the guide. The relay was not working. Q8 checked good. I replaced the relay. I started the game and the coils locked again, no change. I turned the game off. the new relay no longer works correctly. Q8 still tests good.

Switched solenoids (non special solenoids in sys 11) are activated in reaction to software control not directly by switches. Yes, switches act as inputs to the software like if the drops are all down the software reacts, but in game over mode no solenoids should react to switch inputs.
You can verify this by going into switch levels test make sure none are showing closed that shouldn't.
All solenoids locked on points to a blown solenoid control chip. Any corrosion damage on the board?
I ran the solenoid test. As the game was running the first eight test steps (the switched solenoids), no coils fired on the A side, and the flashers for step 6C, Left UPF/"JO" (l), illuminated on every C side step, 1 through 8. The flashers/lamps appeared to be receiving very high voltage. The remainder of the test went fine (controlled and special solenoids). Is this telling me the AC relay on the Aux Power Board is bad?
