A thought - if some speech samples are working, the sound section must be 99% functional, including CPU, RAM, ROM etc. It sounds to me like the PIAs used for comms between the sound and main MPU sections are bad, or maybe the board was damaged slightly when work was done (easy to do even if you're careful). Not too hard to test most of this with a test ROM.
