Can you provide a close-up, hi-res photo of the nvram (both sides) On the component side take two, one each from a slight angle to the side of the nvram. I'm looking for good photos of all the solder joints.
I also have a confession to make, I initially pulled the sound ram from u23 and messed up the traces. A friend who has more experience helped me fix the damage I caused. A picture of the fix is attached below. It could be related to the current problems or it could be irrelevant.
You've got a lot of cold solder joints. The jumpers are not very well done either. If you did not check continuity on the through-holes after de-soldering I would be suspect of them also. Unfortunately with the socket installed I can't see how the component side looks.
Either send the board out to one of the board repair guys and have it cleaned up, or...

The machine is doing a ball search looking for "missing" pinballs. You need make sure all the balls that are supposed to be loaded in the machine are in the ball trough, and if they are use switch test to make sure all the trough switches are closed that have a ball upon them.
It stops searching for balls automatically when you go into test mode because it assumes you, as the machine operator, are there to find the missing balls and will fix it.
The behavior is expected when the machine thinks it is missing pinballs.

I had the same thought. There are three balls in the trough. I also had the same thought. I removed the balls will it was searching and let them drain. The switches continued to fire.

put the machine in active switch test mode with NO balls in the machine. Make sure NO switches are closed. Drop balls, one at a time in trough and make sure each one closes one switch, and that three switches are closed after all three are dropped....
You have to check to make sure the switches are actually working correctly...
