I changed U9 per guide with no difference. I even swapped out the new PIA with a known working one U51.
At this point I thought maybe it’s down stream so I changed U2 d/a converter no help.
Any ideas I where to look next could it be U10 that pins 2-9 directly connect too. They measure the same as U9 no surprise there.

Pins 2-9 are all low pins 10-17 are all high (no pulsing). I have a speaker hooked to J15 pins 2 and 3. When powered on I get a faint pop bu that’s it no other sound during the test.
