Taxi is better than Diner.
Unless you got the room or your trying to “catch ‘em all” I’d have a hard time having both in a collection. Heck! I’m having a hard time justifying having my Earthshaker and Whirlwind sitting next to each other! It’s really just so you can say you own both I guess.
I've actually only played Diner a hand full of times. I really enjoyed it, but it is very similar in gameplay to Taxi (which is my favorite sys 11 game)

Check the wire connections and fuses first. This could be the culprit/solution on both your issues.

Not sure if it's related, but on some sys11 pinballs if you turn on the pinball then immediately hit the start button, it will do exactly what you're saying (no background music loop, but the callouts and sound effects work as intended - and after the ball drains the next ball will start the background music playing again). My understanding is that this happens when the music/sound board roms haven't fully loaded before a game is started.
In Taxi (which I own) when you first turn on the game, you have to wait for a "bonk" sound before starting a game or the music loop will not play on the first ball.
If this problem is happening when you've already played a game or two and then it happens - I would check on the sound roms first.
