Have you used this power supply on DE MPU before? The load may to be great and it pulls down the power supply voltage.

The ATX power supply I used to use could not power a system 11 MPU which is similar to DE. I don't remember the wattage rating of it, but the 5v would drop down to the 4v range and the board would lock up or not run. I remember thinking it ~should~ be able to handle it but couldnt for whatever reason. I got a meanwell 5v/12v switcher and that works for the larger boards.
A WMS system 3-6 MPU mated with the driver board had the similar load problem for the ATX supply. if you have one of those laying around you can see if your PS can handle that.
When looking for a short on the MPU, the voltage should be lowest the closer you get to the short. So maybe go down the VCC rails and look for where the voltage drops the most. Might have a bypass cap shorting out.
