System 11 5v LED not working?

So I've got this project Space Station I'm working on. The +5v led is not lit.

I've got a good 5v coming from the power board (both on test points as well as the +5v pins on 3J6).
The harness has continuity and seems good, but when I plug it into IJ17 I measure like .8vdc on the +5v pins.

It doesn't seem like there's a short, but that's the only thing I can guess as this point.
I did find one transistor that had shorted, and I replaced the components in that path, but that this point I don't know what else to do. The various +5 and +12 voltages coming off the power board are all there and correct.

Anyone ever experience anything like this? Have any tips for troubleshooting? Most of the stuff from pinwiki all assume +5v led is lit. But my power board seems good. I'm not sure if I have an issue on the CPU board or the power board, or something else.

EDIT: To be clear, the game isn't booting. I guess that wasn't clear from the above.

There are no led lights whatsoever, blanking or otherwise.

I'm trying to diagnose if the board is good or not. What's concerning is that the +5v pin on IJ17 measures so low. The drop in voltage seems like a short, but I cannot find where it is.

Looking for advice as to how to proceed on troubleshooting, as the voltages from the power board seem good.

Just an update. Ended up being the power board. Rebuilt and now boots just fine.
