If you try manually grounding out the tab of the transistor for the drop target bank, can you get it to fire?

What does switch test say about the two outlanes and the roto-target not registering? Can you check if there's any correlation between those switches in the switch matrix (do they share a row or column)? Im not familiar with how the roto-target scoring is handled, I would figure they're just normal switches

You mention fuses are good. There are a few “hidden” fuses under the playfield going to features. Make sure you ring these out, not just visually look and see.

Yes, this as well. There is going to be a fuse under the playfield (I think its 2a slow) for the drop target bank on a Cleopatra, and I think all System 1s with drop target banks had them
