I don't know about the fuse blowing but my Dragon did something similar, starting a game at power on. Finally I noticed the credits advanced every startup and it booted differently with the coin door connector removed. Turned out to be a jammed coin switch. You might pop out the coin mechs and check the switches.
Try booting with the coin door connector removed from the mpu as well. Mine also had no delay with the coin switch shorted.
