Could be a problem with your displays or your hv regulator section. Try unplugging 3J5 and seeing if it still blows
It never happened to me, but first I would try to disconnect the displays in order to exlude them on the possibilities (maybe it's irrilevant).
Then, if the power form the transformer is good, I would start checking components oin the HV area: capacitors, zener diodes and both obsolete transistors.

I should mention main edge connector on display board (at work, forgot what its labled), has melted wire goo in it. it needs to be replaced. sounds like that may be a culprit of fuse blowing.(I had been thinking it was a sign of the problem, not THE problem)
something I find interesting is after fuse blows, displays still flash gibberish while attempting to boot (game has boot/resetting issues as well). I would have assumed once high voltage fuse blows displays would not work at all.....
