I just recently aquired a Bally Supersonic. It powers on but that is it. I am in the process of cleaning it and noticed there ate a few things that do not look connected. Should these be connected on both sides?
What issues could this cause?

Those are disc capacitors that many operators/past owners have cut a leg off likely due to phantom switch hits. When working they allow the switch hits to be more sensitive, but when not working, they cause misfires of those switches. With the leg cut off, the switch will still work, but it won't be as "sensitive." At some point, you'll want to replace them, but not crucial to getting the game playing 100%.

As far as getting the game to boot, take a look at the small LED on the MPU and count the number of blinks when you turn on the game. That'll be a starting point to getting the problem diagnosed.

Also, take all the boards off and look at the condition of the soldering points on the header pins, as well as the connectors. You will likely want to reflow the solder there anyways, since they will have likely cracked over the years and aren't making any connection. Check the connectors as well.
