Just shopped out mine a few weeks ago. If I recall, that bracket is all you need (minus all those wood screws and rubber band nonsense).
That bracket fits over the subway, and the kicker coil attaches below. My best guess is that the subway was broken at the end there (common), and the previous owner/operator just used what they had to keep the ball aligned when it dropped in from the top.
