Super Mario Bros. System 3 Switch Behavior

The upper spot target seemed to be shorted 100% of the time according to the switch test. When we opened up the machine, here's what the switch looks like:

What doesn't make any sense to us is why that angled leaf is there at all. It's permanently closing the switch, is it not? Verifying what we thought, when we prevent that angled leaf to contact the one to the left, it seems to work as a switch, with an open/closed state.

This can't be correct. Why does this leaf exist?
