My STTNG is all of the sudden giving me artifacts for no reason. Where do I start? Could this be tied to an issue with the fact the the start mission hole light is late to light?
Hmmm.
Start with switch edge test.
Are switches shown as closed that are in fact open?

Possibly Neutral zone switches shorting together? (different setup for these 3 switches)
Chris is on it just need more info from switch test.
Where do I find what switches are supposed to be open and which are supposed to be closed? My alpha ramp switch no longer registers as well.
That looks normal, except...
...your top drop target switch is closed
...your spinner switch is closed.
The spinner switch might not be adjusted correctly. I don't know if that could cause the symptoms you are seeing, but address that first.
Otherwise, everything else looks normal.
Columns 3, 4, and 6 contain optos, except for switch 68. Yours are showing normal operation.
Switch 24 is always closed.
