First i would look at the flipper, does it have enough travel upwards? (1 credit card max gap)
if you look at the flipper, how does the black tape that the switch hits look like?

It's easy to check if it is electrical.
When the flipper gets stuck, turn the game off. If it is still in the same position without power, it is mechanical.

Hope that solves the problem.
Remember to switch out the bushing as well.
