Wow, gotta love the multimeter images from zaza, they explain so much more than text alone can do.
Capn, looks like your bridge rectifier is bust, or one diode of it at least. I had the same issue, I ended up replacing all caps and bridge rectifiers on the board to future proof it, but I wouldn't recommend that to anyone. Maybe it's best to replace just what's broken.
