Star Trek: The Next Generation pinball showing a credit dot because of switch 16 and 17. How are you able to test these switches? Any help appreciated. Thanks!

Those are the right and left return lanes. Go into switch edge test and roll a ball down the inlanes. You should hear a beep, if you don't lift the playfield and adjust the pots on the eddy sensor boards so the LED just goes out.
