There's no way to restore yellowed plastics back to clear because the yellowing is the result of a chemical breakdown that takes place over time (the process can be accelerated by UV radiation or oils from human contact). Not even bleach will work, since it's not just the surface that's affected.

by the way, I recently purchased some new plastics for my STTNG and when they arrived I was a little bummed because they appeared to be pre-yellowed for my convenience .... until I realized that they merely had yellow protective adhesive stickers on them! They were perfect underneath.
