If the hex head is snug in the cabinet, unbolt the head from the hinge. The hinge bolt is a carriage bolt and the hinge has a square hole to lock the carriage bolt in place. Use the hinge to spin the bolt out. You may have to put pressure on the hex head to help it not spin in the cabinet. I have had success getting them to spin that way without having to hack anything.
Bushing and below it are the various matching carriage bolts.
