street fighter II pinball guile wire ramp stopper doesn't drop

When you hit the guile ramp that sends it back to the right flipper via a wire ramp, the metal stopper doesn't drop down to let it go down the right inlane to the right flipper. Looked at the solenoid that's suppose to pull it down but it looks fine.
