I bought a street fighter 2 a couple years ago, and this was my first and only pin. The window on the playfield that has the car crush under it is ever so slightly lower than the actual playfield and sometimes makes the ball shift slightly when it rolls over the edge of the window, if if the ball slowly rolls over it, it wants to get stuck on that window surface.

I was wondering if any street fighter 2 owners can verify that this happens to them as well and is just a poor design, or mine had been repaired by a hack awhile before i bought it?

Main question is, what do you guys suggest I do to build this surface up a bit?

There are foam washers that go under the playfield window. If you use new washers and adjust the tightness to level the window with the playfield, you'll minimize the effect you describe above.

I had the same issue but the corners of my plexi window sagged after replacing the washers. I added some foam insulation tape to the corners to give it some extra lift and now my playfield is nice and flat. No more bumps and jumps off the poor PF corner
