Have you checked the fuses? I don't have a Street Fighter schematic, but the coils tend to have individual fuses on System 3.
What's the voltage at the solenoid? It should be something like 48VDC, but you can just compare it to the right side. If that voltage is normal, your problem is probably at the Driver Board/associated connectors. If that voltage isn't normal, we can talk about other options.
