That's a zero ohm resistor, just a jumper. Probably clipped from the CPU to change country settings at some point. Nothing to be concerned about.

If all the CPU LEDs are going off, then you're likely losing 5V from the driver board. Does the 5V LED on the driver board go off too?

It looks like your 5V LED is fine on the driver board, but it definitely looks like the CPU is completely losing it.

Reseat J210 on the CPU, J114 on the driver board, and the "Z" connector between the two, and ensue there are no wires coming out of those connectors.

Yes, just keep an eye on the smoking.

Something likely locked on with the CPU failure. Could be temporary, could be something else you'll need to address now.
