strange paint touch-up repair work

Hi,

As you can see on the photos, someone before me has done some paint repair work and added a layer of clear coating on this area.

What could have happened here since the ball is not touching this specific area?

And the colors do not match. Could I just get a better match and paint the small areas on top of the clear coating to make it less visible?

The playfield is in good condition otherwise.
