Definitely has something to do with Chrome. Try PanzerFreak's advice, and if that doesn't work try going to Chrome settings > advanced > site settings > notifications and make sure there aren't any websites you don't want in the allow section. It's possible you accidentally clicked to allow notifications on a website that just spams them.
