I was hoping it'd be that easy .... you don't have an alltek SDB you can monitor during start up of 2'nd game to see which coil is drawing to much current on hand do you ?

I'm thinking it's be a drop target reset bank coil. ... do they fire even if all the drops are up ?
I dunno if a bad coil diode would cause a fuse to blow or not. not sure what service bulletin #9 is all about either https://www.ipdb.org/machine.cgi?id=2366
