    The jumper to the connector is for the speech mixing.

    No idea why the cap is jumpered out you should be able to remove it. Does your speech board work?

    C16 must be bad, probably why someone put the jumper on it in the first place.

    looks like a 10 microfarad electrolytic on the schematic.
