Getting about half of the correct voltage after bridge could be a sign of open diode in the bridge. KBPC3501 should be compatible with DB3501. Check that all circuit board thru-holes have connectivity between top-bottom after replacing components.
I prefer using KBPC3510 for increased maximum voltage (1000V vs. 100V) since the price difference is minimal.
