If the switch is working in test mode something else is probably preventing a game from starting. Do you have the right number of balls in it? Are the ball trough switches working?

Yes, correct number of balls and trough switches all working. Even when a ball is stuck for a few days (location machine), it will still compensate and let you start a game.
I'm pretty sure it has something to do with the switch being reported as "hypersensitive", an error that I personally have only observed on RBION. Though I have not owned any other Stern games of the same era.
