I don't have access to schematics for the game, but it sounds likely there's a transistor or mosfet controlling that column of lamps that's internally shorted to ground. I'd find out which it is and test it with a DMM (compare readings with other like transistors nearby). I don't know much about troubleshooting those boards, but hope that helps. Good luck!
