Test point TP2. It should measure about 2.5V indicating the 1000 point tone generator is oscillating.

Sorry I didn't go into enough detail in that first reply.
I made that diagram a few years ago for someone else's problem unrelated to yours and it's missing the chip that generates the 1000 tone frequency to the left of U9 which is a LM323 at U17
While the 4013 chips do fail, so do the LM323's.
Output pin 8 of the U17 LM323 is for the 1000 point sound. It goes to the U9 pin 11 input pin. So measure U9 pin 11, it should also measure around 2.5 volts. If it does, U9 is likely faulty. If it doesn't U17 is likely faulty.
