A lot looks strange about these TP readings. Were these metered with everything hooked up?

5v (pretty much all the MPU needs to boot) is notably absent on both SDB and MPU. Rectifier TP3, the line that feeds the regulator circuit, looks a bit hot. Many other values seem off. My gut is to suspect a fault on the rectifier board, 5v regulator circuit on SDB, and/or connectors.

Someone with more knowledge than I will hopefully chime in and help you narrow it down!

The manual is on IPDB, right?

Manuals don't describe expected values for test points and it looks like Stern located them slightly differently than Bally?

Test the diodes and bridges on the rectifier board with a DMM. Take a close look at connectors. Try to rule out a fault there before moving onto the SDB.
