For $21 the MPU-200 NVRAM adapter is a no brainer. It gets the flakey memory out of the way for troubleshooting.

If you're getting 3 flashes swap U10 and U11 PIAs and see if the behavior changes. If you get a forth flash you will know a PIA failed.
6820 is the obsolete part. It looks like Action Pinball has some PIAs:

I would still get rid of the 5101 and swap in NVRAM. The RAMTROM chip is a lot more stable and makes the battery go away.
If desoldering is no problem replace the spring sockets with machine sockets while you're at it. It is easy to make things worst if you haven't worked on 30 year old boards.
