Quoted from oldschoolbob:I just pulled up the base of Q17 and decoder pins 12 and 13 still show a short. I think the decoder is shorted.
Definitely seems like the decoder has a problem then, but do the transistors test fine? Something had to damage those pins on the decoder. It could have been a one time spike or something and the transistors are fine, but I'd test them after replacing the decoder to be safe
