So this seemed to me to instantly be a decoder issue, but in case someone has had experience with this particular situation, I'd love to hear of a solution.

When you power on the game, digit 3 is a BRIGHT '8' and i believe digit 5 is the top half of a '7', but nothing else.
As the score cycles back and forth on the other 4 displays (all working great) this display does NOT cycle at all...
It is stuck showing the 2 characters listed.

I have tried the display in every player position (and credit, where I have it now) and it IS the display, not its location.

I changed the decoder and there was ZERO change.

Resistors are good (surprisingly, zero burn at all!), plus that would be for missing digits.
Missing segments? Who knows, the display is just stuck right now, so I'm happy to tackle that once i have it cycling and showing (most) numbers I'd say.

Thoughts on what is going on here? Especially if you've seen this before...

change the two transistors associated with that 'bright' digit

You might have a 5v short somewhere, or blown transistors.

As pinballtoys mentioned, you likely just need to replace the digit driver and level shift transistor for the bright digit.
One of them is probably shorted and pulling enough current that the others are unable to function, leaving you with blank digits.
I had a display do exactly this on my Space Invaders I'm restoring.
