You're right the unit should stop at its hard stop. Looks like it's on the wrong side of that switch. The switch should be NC and open when the unit gets to 4 players so you can't add more.

The "coin" unit is kind of a misnomer, it counts how many players are loaded. But it differentiates it from the "credit" unit which counts credits obviously and the "player" unit which is really the "player up" unit, sending the score to the proper reels, etc. Usually free play is set on the credit unit by bending the contact that detects the zero position so it thinks it always has credits.
