Stellar wars boot issues

Working on a stellar wars and was non working when bought
Here's is what I have done is replaced all the header pins and connectors including the 40 pin
Also replaced the 5101
When turn on game both leds flash once then go out. When I press the diagnosis, the bottom led remains lit
The game has a system 6 mpu with no battery damage
I have tried the coin door open and switching game on and off all the displays light for a second then go dark . Suggestion???

Bottom LED means it is having trouble reading IC14 or IC20. Interconnect problems can give this failure mode too.

I just replaced the interconnector on both boards and I double checked the work done

Forgot to add that when I got the game it has 3 roms and 2 proms
Installed
The three on the top are roms and the 2 proms Are on the lower sockets
With the right socket empty
Should I just burn some new roms???

Probably. It is complaining about something that isnt the IC17 ROM. Using 3 ROMs over 5 is much prefered setup. 2 less IC sockets to worry about.

Make sure the jumpers are correct by the address decoder chip. Sometimes they need rotated when replacing 3 masked game PROMs for one IC14 2716 game EPROM depending on the setup.
