Started a TOTAN restoration and found an odd signature

Can anyone help us in determining if this signature has any significant meaning before we go cleaning it off. It appears to be dated also 86? or 96?

I seem to recall hearing that JPop signed several TOTAN under the apron but nothing like this. Signature does not appear to be anyone significant that I can think of. Likely 96 though when the game was produced.

Must have been from someone on the assembly line. If I squint really hard, I think I can read, "JPOP owes me money 5-10-96"
